If you find yourself in a fair fight, your tactics suck.
Usually, the President is considered the leader of his/her political party.

Will Rogers, in the (I think) 1920s. Not much has changed.
I don't think the president is always considered the head of the political party from whcih he hails. It is pretty obvious that george W. bush was not considered by many, if not most, Repubklicans to be the head of the Republican party. Likewise Obama is not considered, at least by me, to be the head of the Demoncrat Party.
What is President Obama? He is head of the United States Government, especially the executive branch. If he gets things right, he may also wind up being considered the leader of the free world - but I somehow doubt that. Hopefully he will be at odds with enough Demoncrats of the ultra left swing type so as to avoid a total collpase of what is right and proper with our country. Sadly though, since he is or was the most liberal senator in the previous administration my hopes are none to high.
Al the best,
