When Did This Happen?

In checking out the latest anti-gun editorial of Memphis' paper of record, I run across this:

Hopefully, for example, state officials have fixed the glitch in the process that allowed a bunch of convicted felons to get handgun permits.

That situation was unearthed, incidentally, by a Nashville TV station, which was able to get the story because it was able to get the list.

I haven't heard anything about this. When did it happen? The writers couldn't be bothered to link it, of course.
