Here's the deal, quick, easy and in as few syllables as I can muster:

No gun control law on the books or in Sarah Brady's head could have prevented what happened. No registry, background check, waiting period, microstamped bullet, or permit would have stopped it. Why? Because those kids got their guns illegally.
